just a little toy for people wanting to play tricks with the pd-gui, or use the Tcl layer as a Pd's scripting extension (resembling, in a way, Thomas' python, or Larry's scheme tools, but much, much simpler).
The good thing is, that the tcl/tk process is already there, up and running alongside of any Pd session, on any platform (not equally well, though).
The bad thing is, that Tcl is quite inefficient, and not suited for most of the daily musician's tasks (although it is extremely easy to learn).

Expect frequent crashes -- this is really an early snapshot, released without performing any stress-testing, etc.
The test-examples are pretty basic, validated against linux environments (but they seem to behave pretty well in win98, widgets and all, except the sluggishness...)
