Any thoughts or numbers regarding this value vs. the previous pdcons?
It doesn't surprise me, since it is a rather small conference - it is very specific, which is what motivates me towards it, its a place to definitely get in touch with pd development and research - when you compare it to the "major" conferences, such as CHI, INTERACT (huge conferences), or more sound related: NIME, SMC (medium/big-sized) and so forth.
I think I was submission 279 on NIME (long papers track) and I registered a few days before the end. Just to give an example.

Well, at the same time, you'd think that there would be more submissions, now that the pd-community has grown. But it's not like that.
Proximity still makes a big difference, as we have seen with canadian submissions in the 2nd PdConvention, and with brazilian submissions in the 3rd PdConvention (as well as lack of canadian submissions in the 3rd PdConvention), but with the number of european submissions in the 2nd PdConvention, you'd think that the 4th one would have a lot more than 40 articles (I don't know about other categories).
Does anyone want to lookup stats about Pd Conventions as might have been posted on pd-list before, and then put those stats on puredata.info ? (or links to the appropriate posts)

Another respected community member from Poland submitted at exactly 24:00. Since we have a warm heart we did accept additional 3 submissions which didn't meet the deadline. Thus the last ID is #43.
(ID #1 was just a dummy, ID #37 was a workshop which we handle without review)

The papers are only one part of PdCon. People who work in academia
are used to submitting papers, but Pd users are probably mostly not in
academia.
I was involved in DebConf10, and also it had not a lot of papers,
though it is much bigger and on its 12th year. We also had a rolling
acceptance policy, so people were continuing to submit until a month
or two after the deadline.

I should have submitted something about WebPd but the idea of writing a whole paper about it scared me off as I would feel much more productive spending that time writing code. I generally just make slides for a talk, and they don't have many words on them. Of course, I am not here asking for special treatment or anything, I realise this is the normal way of doing things in academia as Hans says, I just wanted to put out one data-point to agree with what Hans wrote above.

the current plan for the berlin part is more focussed in active sharing
and performance, than organized workshops. but, the place where we do the
meetings - NK - should be interested in a worskhop on that theme. If you
have some extra days to stay in berlin, that would be an opportunity to
put something on.

First do a set of slides. Then reread it while adding some notes. The reread it while adding some notes. Then reread it while adding some notes. Eventually you may have something like two thousand words and not realise that you got that far.
That's not my «technique» though. I don't have the same problems, so, I don't have the same solutions.

More statistics: from the 41 valid submissions the programming comittee accepted 30 based on the reviewers comments and suggestions. With 16 available slots of 30 minutes this unfortunately means that there will be parallel sessions for most of the paper presentations. Originally this wasn't what we wanted but after seeing so many great topics and papers we decided that this is the only solution. Even the papers we rejected had very interesting aspects and valuable content worth to share, but we simply couldn't fit everything and had to draw the line somewhere. The work of the reviewers helped us a lot in that process, Thank you very much, your commitment was valuable and appreciated. We'll try to group the presentations together in topics and announce the preliminary schedule tomorrow(-ish).

That's a very good question. We hope to keep it as low as 0,- but jet alone providing accommodation for everyone contributing will cost us 9000,- we are doing a lot of maths lately. Currently the plan is that we have a free early registration and a small fee for those who decide spontaneously. Don't ask me where the form for registration is.. It's not there yet but it will be announced here if we do it like that.

Note that in practice, the check for reduced registration was quite lax, and as a result, very few people took full registration.
I don't have figures of how many people paid full registration, how many people paid reduced registration, and how many people "volunteered" for 8 hours each instead. I know people who can answer those questions if it's good to know.
BTW, 8 hours of "volunteering" in exchange of 50 $ fee equivalent is quite below minimum wage, which was 8,00 $ back then, I think (it's 9,65 $ now).
BTW, 1 $ canadian was 0,69½ € back then, 0,72 € now.

BTW, I submitted at that exact time, and my submission number is 39. This should give you an idea of how many people submitted, though this may count some cancelled submissions, multiple submissions by same people, and it doesn't count anyone who submit after 24h00.
(I'm only talking about papers ; other submissions are handled separately)

I know you like precise information. Hence I'll give you the facts so you don't have to speculate about them: we received 42 Submissions, yours was #39 and you weren't the last one who submitted in time. Another respected community member from Poland submitted at exactly 24:00. Since we have a warm heart we did accept additional 3 submissions which didn't meet the deadline. Thus the last ID is #43.
(ID #1 was just a dummy, ID #37 was a workshop which we handle without review)
