you need to create a new text file in your home directory called .pdrc.
I guess a good question to ask at this point is, what platform are you on? I assumed Linux, but I'm now guessing you may be on osX?

Is the pdrc file something only found in the enhanced version of pd? I installed version .37 from an installer, i dont think i have the enhanced version.
