Why do you want it to be USB ? It's for a laptop ? If not, the WinTV works great for my tower.

i know of no usb-capture _card_ that is supported by linux (but last time i looked is >1 year ago)
as long as your device is supported by video4linux you will be able to use it with pdp (and thus pidip)
Gem also supports ieee1394 (aka firewire) cards, but it is unlikely that any usb-device will be accessible via that interface (so no need to use Gem)
however, there are bridges between Gem and pdp so you can use output from one as input to the other (e.g. use ieee1393 devices with pdp or do video-streaming with Gem)
btw, there is also a pix_freeframe object

read: make sure, that your device is supported by linux. chances are high that it is not.

i got 2 pci tv cards that have BT8x8 chips (miroPCTV&TerratecTValue), so they "allways" worked under linux...
i havent tried any USB video under linux neither, but this seems to have couple that should work: http://www.linuxtv.org/v4lwiki/index.php/USBVideo

I used a USB winTV card under linux in 2001-2002. However, I may have just been lucky to have gotten one of the older ones without any propriatary software compression.
however, now that firewire cards are so cheap (and somewhat standardized) you should really think about that.
