I noticed the iem filters were missing from my fresh install of ubuntustudio 14.04 so I installed from synaptic looks like a lot of the externals are missing, maybe anything that was not in iemlib folder possibly stuff from iemlib2 iemlib3 ,etc..
also have pd 0.46 installed but had to do a sudo make install to get it into usr/local/bin could not get the local copy in home/pd-0.46-0/ to work make created a .libs hidden folder plus a hidden .deps folder in /src but did not put anything in /bin

no. afaict, everything is included.
if you do have problems, please be more specific.
(for what it is worth pd-iemlib ships iemlib as upstream intends it, not as pd-extended thinks it should be intended: as single binaries for iemlib1, iemlib2, iem_t3_lib and iem_mp3, rather than one-object-per-binary)

his has been discussed over and over on this list :-( please refer to the archives how to run the binary located in src/
furthermore, Debian comes with Pd-0.46.0 so you might want to use that package.
to get it on older versions (e.g. ubuntustudio), do:
$ dget http://ftp.de.debian.org/debian/pool/main/p/puredata/puredata_0.46.0-1.dsc $ cd puredata-0.46.0 $ dpkg-buildpackage -rfakeroot $ sudo dpkg -i ../*0.46.0-1*.deb
iirc, i have already posted these instructions on this list.

i've just noticed that you were a bit more specific in the subject-line (which i skipped reading after the first 3 words)
anyhow, i still cannot reproduce the problem:
expected)
of course this is on Debian with pd-iemlib_1.20.1-1. i would be very surprised if it was different on ubuntustudio.

thanks for the info. it is possible that somehow during my install my connection was reset. that might explain the missing objects. it is very strange that iemlib was one of the few uninstalled libraries , most of the pd-...libs were allready installed by default with the fresh install of ubuntu studio, i have that drive disconnected currently but will uninstall and reinstall to check. I looked in the ext/iemlib folder and did not see the missing patches.
pd-0-46.0 is working great by the way with ALSA and with Jack on AMD and INTEL 64 bit machines. seems smoother !

anyhow, i still cannot reproduce the problem:
- start Pd
- load iemlib1, e.g. by creating an [iemlib1] object
- create a [filter~] object
- works (but it complains about missing arguments, which is to be
expected)
- create [iem_cot4~] object
of course this is on Debian with pd-iemlib_1.20.1-1. i would be very surprised if it was different on ubuntustudio.

hmm, pd-iemlib was added rather recently to Debian (2014-01-07). Probably ubuntustudio just hasn't been aware of this addition and have forgotten to add them to the packages installed per default?

you mean: $ dpkg -L pd-iemlib | grep iem_cot4~ $
this is because
AND
iemlib, not in the debian package)

thanks again, I'm being lazy and net social, still havent connected up that drive again. I would have to disconnect the internet laptop, or remove the battery from this machine to try reinstalling. I have a good working iemlib installed on this machine i'm on now with pd-0-4.6.0 so i'm in no big rush. the only problem with this machine is that jack doesnt work with the azialia amd sound card. works great with alsa though in fact it works so good with alsa that i can hold multiple keys down with really long envelopes without glitching that i am in complete ecstacy while playing. :)

this is because
- the [iem_cot4~] object is contained in "iemlib1.pd_linux"
AND
- because there is no help-patch for iem_cot4~ (which is a bug in
iemlib, not in the debian package)

attached images may be of some help
on another machine I have pd-extended installed from either eighthave or pd.info repositories and iem-lib works with vanilla 0.46.0
and on another seperate hard drive the "sudo ./make install " replaced the 0.45.4
weird ????

Im thinking make a new version of my synth and patching together filters only using Miller's vanilla ones. They sound pretty good.
