I guess it depends on the Linux flavor and whatever software it has in its repositories. I remember with Raspbian getting older Pd versions with apt-get.

I don't get the question. I thought we were agreeing not seeing apt-get giving us the latest Pd version.
Anyway, I'm actually just REALLY clueless on linux, and my linux machine just died so I can't test anything on it.

then you should just enable backports in your apt sources¹. since Debian/stretch (and current Raspbian is based on stretch), Debian provides backports for the "current" Pd version into stable.
There are no plans to make test/pre/alpha/ releases available.
Of course, if you chose to stick to a very old Debian version (e.g. jessie), or for that matter a *very very* old Ubuntu version (i hear people are still using Trusty) you actively opted out of getting anything but security bugfixes.
