Just in case nobody more knowledgeable chimes in. Pd found the approrpiate file: Gem.dll, but it still didn't load it. This probably means that Gem.dll is dynamically linked to other libraries that can't be found. You might get a hint when opening Gem.dll in a tool like DependencyWalker or similar. It hopefully shows you which other dll is missing or not found.
