can I use pd's ctlout to send midi signals out to control other apps like abletonlive? I found the midi patchbay, but I don't know how to use it to connect the two apps?

You didn't tell us your operating system.
I could tell you how this is done on Linux using aconnect, but for Windows I'm no expert. However there also are virtual midi connections available for Windows. I think, Midi Yoke was one of them. You need to install something like this and then read the docs of it and then set up your midi ports in a way, that Pd and Live are connected to each other. Then Pd would use the virtual port to write midi data to, and Live would need to read from the respective port.
Or are you on a Mac?

Yes you can. You need either an external midi feedback or an internal software solution like Hubi's LoopBack.

a) If you have a midi interface with more than one port you can:

midi yoke sets 8 virtual midi channels. It's possible to send the output
to one channel, and it will appear in the
input of the same channel wherever you want. - I use it to simulate my
bcf2000: with input and output in the same
channel, it's like doing send-receive with ctlin and ctlout. (or sendnote,
or whatever)
this is all inside pd, but I guess it should work within two different
programs.

i think this person means the midi patchbay of qjacktl, where you can connect several in and out midis
take a look to the virmidi soundcard module if you are in debian. with it you can multiply your midi ports and play with them infinitely....
