make sure you are not behind a router of course, make sure port forwarding is on. public ip is best.

the only thing that i can validate is, that port forwarding might be important. you don't need a public ip, but make sure that the involved routers do forwarding correctly. firewalls block connections, no matter whether they are targetted at a public ip or a private ip.
