does it mean that the tcl proc is blocking pd?

You can see it that way, or more precisely, [netsend] blocks because it's trying to queue more commands, but the command queue is already full, because [netsend] hasn't got a confirmation that the packets were safely sent, which can be due either to a slow network or because the receiver socket's buffer is full because the Tcl program is too slow at processing the requests.
