Ask Apple, not me.
OSX generally ships older versions of the bundled libs/frameworks. As it is now, OSX 10.11 comes with Tcl/Tk 8.4 & 8.5 so requiring 8.6 is not really an option yet.

We *do not* want to do that yet. I’ve found that on TK 8.5, there are a number of issues that need to be addressed, including the object creation hot keys being triggered twice.
I’ve been working on updating the build system so I can finally build Pd on new Mac OSXs (almost there) and then I’ll look into TK 8.5 support. Probably not in time for this release
while we are there, why not go directly to 8.6? we've been using that in Debian for a while now...

I'm running Pd 0.47.0test2 on osx [binary from http://msp.ucsd.edu/software.html]
I just tested the 'clone' object's control outlet and it doesn't seem to behave as the docs say: "control outlets forward messages after prepending the number of the instance" I'm just seeing a 0 always on the output no matter what clone copy I'm addressing.
Check the 'test_host.pd' attached.
