After installing pure data on windows 10 I made a mistake with the path flag under preferences -> startup.
Now I cannot get into the startup flag anymore. I only get this error:

Every time I completely remove pd and reinstall this keeps turning back.
Where can I really, REALLY remove pure data or at least these options?

judging from your description you are rather looking for a way to fix your settings. you can start Pd from the cmdline and pass it the "-noprefs" flag which will happily ignore any settings previously stored.
you could also modify the settings themselves in the registry. keep in mind that modifying the registry is a good way to fuck up your system.
and then it seems you haven't told us HOW you install/uninstall WHICH version of Pd.
