[fexpr~] allows you to access past samples, so you can build filters and the like. [expr~] only works on the "current" input samples.
[fexpr~] allows you to access past samples from both the input and output for the _current_ block and pads with zeros when it tries to go past the beginning of the block. In other words, $x1[-3] will be guaranteed to be zero for the first three samples of the block that [fexpr~] is computing.
