Careful - most keyboards DO send true note-offs with release velocity values. Mine does and it's 30 years old. (Ensoniq ESQ-1).
Most receivers don't do anything useful with the values, depending on the selected patch, but they are sent nonetheless. Some users may want to do something funky with the values, particularly in a wide-ranging 'organic' app such as PD.
