i have the some problem on one pc, but if i do: su -c "chsh -s /bin/bash/"
i get : Password : No shell
rebooting does not help

I guess you could login as an ordinary user and then use su - this is probably the easy and best way,
Maybe this will help:
$ su -c "chsh -s /bin/bash/"
ciao
