There is a fairly interesting interview called "Code as Creative Writing: An Interview with John Simon" on Rhizome, which addresses some of these issues.
Unfortunately, access to Rhizome is not free, but somehow you can access their content via Google ;-) so here is the link:

Paying Rhzome members can see it here: http://www.rhizome.org/thread.rhiz?thread=1918&text=3312#3312

You can't argue against the fact that the material has a very large impact on the outcome of a work of art. But no, code is not art. No more so than paint or canvas. The importance of the material varies. In some cases it is very important, in others not so. I wouldn't go so far as to say that code is THE next material. It's definitely not going to replace other materials but it is a new material with very new properties.

Is code the next art, or the next material?
I think the argument that the material is what is most important in
art has
had its time.

and
art
Hello,
As was stated earlier, a pandoras box was opened on the topic of
programming and art.
This topic is of special concern as I have a bafa and a minor in
comp-sci.
THere is also a forum for code-art at runme.org.
Code is the next art, as it has the power of text and the power of
touch.
