Because both expect input to be in different scales. the cos in expr wants radians. Try to input 1 and 3.14 =~ M_PI. cos~ will output 1 at input 1, "expr~ cos()" will output almost 1 at input 3.14.
Hmm, is this a bug in cos~ or a bug in the stated fact? cos(pi)=-1 normally. The period of cos(t) and sin(t) is 2pi, not pi.
That said, the period of tan(t) = sin(t)/cos(t) is only pi (because some signs cancel each other during division).
