A PCI card will be unacceptable for GEM or anything graphics intensive. I recently got an AGP 9200 with DVI, VGA and S-video off eBay for $88, and put it in an identical Mac. It runs fairly well using one or two DV/SD streams or a few 320x240. It doesn't do fragment shaders though - an extra $100 will get you an ATI that will.
