Philosophically speaking, if there is one single case, where the assumption does not apply, the assumption is not true. Let's say a certain process starts another process and puts into a certain state and then the parent process dies and you restart it again and it finds the child process in a different state than it expected and thus does not behave as you would expect it. In that case, you cannot blame the OS. So the question is 'No'.
