Get 0.38-3 from here http://www-crca.ucsd.edu/~msp/software.html
install it somewhere. double click on C:\whereever\you\installed\pd\bin\pd.exe
with 0.38 I don't think there's any reason to be running from the commandline anymore, unless you're using some old externals that still print their messages there, but it doesn't sound like that's your case.
