After reading the page, I would assume the instructor is requiring the students who need the extra hour for installation to use the oses for which he has expertise (notice that both Linux and also Vista may not be used).
It's not totally clear, but I can't imagine he's forbidding students to make use of a linux laptop during the rest of his tutorial.
