That is not true in general. PD has lowest possible latency when using OSS or ALSA OSS layer. Latency is higher with the ALSA layer because of the way it is written (non-blocking mode).
There is a kernel patch that helps around this problem with ALSA.
Problems arise if you use and display too many builtin graphical objects.
