If by "score video" you mean non-linear editing of video then I think there are several solutions including Blender, Kino and Cinelerra. But maybe you mean realtime scoring/VJing?
Actually, I meant writing music for existing film. Editing the video isn't necessary, just plain old playback. I'd checked out Cinelerra, because the website makes mention of MIDI, but from what I could tell the video aspects would be a huge drain on CPU with very little MIDI sequencing options.
