Hmmm, I suspected that, but I have no idea how to do any of that.
The sample I linked to is for a helper makefile I made which does everything. It's inspired but pd-lib-builder and I use it for signing stuff for distribution.

First and big question is... I was able to log into https://developer.apple.com/account with my apple ID. Does it mean I have a developer account and can sign and notarize things? Or do I need to have some sort of regularly paid membership (which I clearly don't have)?
Yes, you need to pay the 99 USD a year fee. We have a shared account at work for this and I have a personal account which I have generally funded as part of project expenses.
I won't pay apple for that :) so people will just have to wait a couple of minutes when downloading ELSE on macs :(
Maybe put a notion the README about this, then their can be grumbles but fewer emails about, ie. "we know" and "wont fix".
