As I recall you can download an installer for python on WinXP at www.python.org which automatically puts everything in the right places(it's probably good to do a reboot after the install just in case). You can test if python is properly installed on your winXP by choosing "run" on the start menu and typing "python". The python command line interface should start up and you can type code directly into that to see that it works. If this works there should be nothing wrong with the python part of py/pyext at least.
