OSX generally ships older versions of the bundled libs/frameworks. As it is now, OSX 10.11 comes with Tcl/Tk 8.4 & 8.5 so requiring 8.6 is not really an option yet.

while we are there, why not go directly to 8.6? we've been using that in Debian for a while now...
