it seems that when GEM detects libmpeg3 it doesn't make sure that the corresponding *.h files are available? I have had this problem a few minutes ago with a fresh checkout. However it didn't report any "file not found", it just complained about missing declaration of mpeg3_t (by thinking that it's a variable...).
