The Software Freedom Law Center is starting a project it calls the Software Freedom Conservancy. Basically, its a non-profit umbrella organization to provide non-profit, tax-free status for free software projects. This could be a good path for Pd.

Reading through the conservancy rules, I see no fees, no lock-in, and they handle running costs through their own funding; seems like a good setup.

I agree. It is indeed much easier to raise funding for a non-profit corporation than for what is seen as a collection of individuals, no matter how clear your presentation of FLOSS issues is, or whether you're in the US or EU (in my limited experience of both).
