Initial Comment: (i have moved this from RFE to patches)
this patch gives the authors of externals the possibility to give some user-defined verbosity to their externals.
"void verbose(int level, const char*fmt, ...);" will output the formatted string only if the given level is lower than the user-settable "sys_verbose"-level.
the user can set the verbosity by adding "-verbose" to the startup flags. each "-verbose" increments the sys_verbose by 1.
