This could be an issue: unless the new GUI would be decoupled from Pd (which is a bit of a muddy discussion), using a GPL GUI library would only be allowed if Pd itself was also licensed under the GPL. As Pd is currently under a BSDish license, (afaik) it can probably fairly easily switch to GPL - but that'd leave anyone who relies on the freedom offered by the BSD(ish) license in the cold.
Qt, however, is also offered under the LGPL, so that should be no problem.
It looks like JUCE is offered under both the GPL and a commercial license, neither seem a good fit for Pd.
