nowadays, Gem comes with some working examples how to create "Gem-externals" (that is: binaries that are dynamically linked to Gem) on linux, osx and w32 (both using mingw and M$VC; though you need to use the same compiler that was used to build your Gem.dll).
those examples are also packaged in Debian, so there exist binaries that work on freebsd-kernels (Debian/kFreeBSD).
as for creating a Makefile.template that works for Gem, i don't think it's worth the effort. there are examples how to include a new project into GemÃs autotools build system, and i encourage people to use that.
