I think, this might work better if we use Plone's meta informations. FOr example, I do have one GUI external in my written collection, but normally I don't do GUI. If I would just list my externals with certain keywords ("gui", "fm-synthesis",...) then we could automatically collect these according to keyword.
That would work well for finding externals, but I am interested in finding other developers. For example, my main development interest right now is HIDs and I want to find other people who share that interest to see if we could collaborate, I could go to the Developers section and check the listings. This could be done using personal meta information instead of meta information for the externals. Also this section would have a listing of maintainers for various parts of the development (Linux/Windows/MacOSX/etc, pd-externals/ pd-flext/pd-gem/etc.). Basically it would be a place to organize the development.
Also, I think that we have to be careful about doing everything the "Plone way". If we want as many people as possible to contribute to this site, we have to take into account that many people who write externals might not be willing to learn Plone at all. We have experienced such resistance to the CVS, enough though (in my opinion) using CVS makes things easier for the developer.
