I checked; the EffectTV part is implemented as source modules ported to PD, and their c files are released as GPL. But the whole shebang, including the EffectTV modules, is compiled into one monolitic binary external (not including help patches and external files like images and map, or course).

To add more confusion (and more fun) here's the text of the included copyright notice in the Debian package (/usr/share/doc/pd-pidip/copyright):
"This package was debianized by Pablo Martin caedes@sindominio.net on Fri, 18 Jul 2003 05:42:47 +0200. It was downloaded from http://ydegoyon.free.fr Upstream Author: Yves Degoyon ydegoyon@free.fr Copyright: This software is published under GPL terms, found on Debian systems in the file /usr/share/common-licenses/GPL-2."
The date suggest that it is an older license. Also mentionned in /usr/share/doc/pd-pidip/README : "This software is published under GPL terms."
