Is initbang in Pd main yet?
If you don't want to rely on a non-standard version of Pd, I'd suggest you rather use something like attached: Make a custom bng-GOP abstraction like [nbng] that instead of sending a bang, sends a float or whatever is its first argument. Then use [select ...] to distribute these. [select] already has a variable number of outlets, and these outlets survive a reload of the patch, which is handy. ;)
Making a dynamic abstraction out of this is left as an exercise.
