if you are running Debian/testing (buster) or Debian/unstable (sid), then you just have to "apt install" (resp. "apt update") them.
if you are running Debian/stable (stretch), then you have to enable the backports¹ first.
If you are running Debian/oldstable (jessie), then you should upgrade anyhow.
If you are running Ubuntu, it will be in 18.10 (cosmic).
