Well, yes. But still the lua loader allows users to get the same "power" as developers have without the need to learn and setup all the stuff that's required to compile exernals. That's where the similarity between lua and abstractions is. And as Lua is *designed* as an embedded language, it can be shipped as a tiny binary without any dependencies easily. lua.pd_linux statically built with Lua included is 220 KB. Pd-extended is between 15 and 22 MB, zipped. What's easier to manage?
