You need to find that command, if it is USB HID, it would be a "Usage Page/Usage" in USB HID speak.  Then its usually easy to send it.  A command line program would also just send the command using the USB HID Usage Page/Usage command sequence.

It is possible to do some output with [usbhid] and [hidio], both of which exist really only in source in SVN.  And you will have no luck on Windows, and mixed luck on GNU/Linux and Mac OS X (i.e. some things work on one platform but not the other).
 
Which type/page/usage do you want to send?
