Port audio refers to using the port audio cross-platform audio api which wraps up the per-platform apis.

If this is true, why don’t we disable/hide the block size dropdown for platforms which don’t use it?

Iirc Pd's preferences “Block Size” is only meant to be used with ASIO drivers on MsWindows.
This setting controls the buffer size of your ASIO driver.
