So how do our Linux setups differ? Why can I write Hangul and you can't? I'm on Linux Mint 17 Cinnamon (I don't endorse/recommend that system, Cinnamon is unstable for me, freezing. May be that Mate or LMDE is better.)
A shot in the dark would be that I have some fonts installed that you don't have? Or something with the input method? I am using IBUS.

Seems to work on Linux. (See screenshot) Will try on windows, which seems to be the most important platform here. the (tcl/tk?) input method is a bit funky, it works differently then elsewhere in the system. When I type the characters they only appear when the whole compound is finished. Anywhere else I can see the components individually forming the compound character.
