run "make clean" first?

it seems that the sources are not pristine, that is: there are build
artifact leftovers from other architectures. 'make' decides it does not
need to rebuild those already existing .o-files, only to discover later
that those .o-files are actually not usable to build an armv7 binary
(which is what you are telling it to do).
