FreeNode's #dataflow channel is open to all, all of the time. There *will* be many passive attendees. E.g. currently there are 30 people and it's not even a meeting! At the last pd-dev meeting, there were 38 people total, even though there were only about 5 active speakers.

BTW, about connecting:
XChat (also spelled X-Chat) is available on Linux AND OSX AND Windows, as easy-to-install executables. When you start it, just pick the FreeNode network, click Connect, and when you're finally on, type this command at the bottom of the window:
/join #dataflow
Then the list of attendants will be on your right. You may then say hello by typing (again) in the box at the bottom of the window.
Note: There are many other programs for connecting to IRC networks, if you want something different. In some versions of Mozilla/Firefox/etc, you can use the URL irc://irc.freenode.net/#dataflow
