I don't have time to test extensively at the moment, but simply overwriting the helpbrowser.tcl file does not fix the problem for me. It may not make a difference, but this is a Korean version of Windows 7.

I'm also on Windows but I'm not having the issue. This is probably because of the white-space in "Program Files (x86)".
I'm not an expert, but it could be that.
