Well the definition of acronym is a matter of great contention and by a lot of dictionary definitions PD is an acronym.
The confusion, I believe, comes from a simplistic understanding of what a word actually is. 'PD', however, does come under most dictionary definitions of a word.
The argument of whether an initialism is an acronym is a very large - debated - can of worms.

Sorry. RTFD: PD is not an acronym, unless everyone is pronouncing it as "pidhh", "puddy", or some other equally pimply-faced prounounciation. (Then again, who knows, hardcore geeks can acronymize almost any combination of consonants).
If you just say "Peedee", then it's not an acronym.
