[bugs:#1177] cyclone/rand~ does not use is argument as frequency

The rand~ object should use its first argument as frequency, but this does not work. Setting it by message or signal works as expected. It also has a second signal inlet which does nothing.
Both features are not as described in the Max5 documentation.
Code inspection revealed the problem is in the "sic" library. Removing most of this made the frequency by argument work. Futher testing is needed and the quality of the fix improved. A proper patch is in progress.
Tested with 0.44.0-extended-20130808 on Xubuntu 12.04.
