[bugs:#1230] expr license info is incorrect and inconsistent

PureData incorrectly specifies that expr is GPL licensed.

....see LICENSE.txt in this distribution for details. Note however that "expr" is GPL (the rest is all BSD).

When using expr we get the following in the console:

expr, expr~, fexpr~ version 0.4 under GNU Lesser General Public License

Also, recently as per the author of expr, Shahrokh Yadegari, it is now BSD licensed.

You must have seen my other message. Expr is now on BSD licensing so all is solved

After verifying this information, please correct license text and necessary documentation conveying the correct license of expr consistenly.
